The purpose of this paper is to analyze the Strategy of The Ministry of Research and Technology on why in this era this ministry is still using radio as one of the media to socialize science and technology. IPTEK VOICE, the title of the radio program is the case study to be analyzed. The methodology of assessment is qualitative and uses triangulation methods, which consist of in-depth interviews, observation, and document review.
The poor result of this strategy can be identified from the respond to IPTEK VOICE during the period of research on July 2009 broadcasted 18 programs, which consist only from four persons. They can be identified as a loyal listener since they sent sms to several IPTEK VOICE program. They use IPTEK VOIICE as information, a learning tool and media education rather than as an entertainment program. The physical result is very promising, and this can be seen from the fact that the compact disk of IPTEK VOICE is distributed to local radio station in other district and they broadcast it as well. It is also distributed as a souvenir from this ministry to governors, local government officials, NGOs in the district where this ministry conduct an event, it is hoped the science and technology will be socialized also to other segments rather than only to radio listeners. Whenever this ministry has an event such as exhibition in district area, local radio is also used to promote the event. Another result, which is also an advantage, is that in socializing this program of science and technology to another segment such as internet browser, this ministry uploads the IPTEK VOICE program as news at the ministry’s website (www.ristek.go.id), at least two or three hours after the program is broadcasted, it can be read at the above website.
The disadvantage of this strategy is that the respond to the program is very limited and we cannot define who is and how many listeners listen to IPTEK VOICE. Another disadvantage is that radio lacks in visual appeal; therefore, the resource person has to explain the topic clearly. Since radio is the background medium, the creative team of IPTEK VOICE has to find the packaging of the program, which will be of interest to the listeners.
